Cross-team soft deletion via incorrect authorization

Incorrect authorization in Mattermost 7.8.9 and earlier, 8.0.1 and earlier, and 8.1.0 allows remote authenticated users to soft-delete teams. The DELETE /api/v4/teams/:team_id handler accepts a team member's request without verifying permission for the targeted team. Exploitation requires an authenticated team member and enabled API team deletion; a successful request makes an unrelated team inaccessible in the user interface.
