Local process crash via unchecked frame-timestamp division

Divide-by-zero in the minterpolate filter in FFmpeg N-113007 allows local users to crash media processing with duplicate frame timestamps. The interpolate routine divides by the difference between consecutive frame PTS values without first ensuring that the second timestamp is greater. Triggering requires a local workflow that invokes minterpolate on duplicate input PTS values; the upstream fix establishes an FPE and process interruption, not arbitrary code execution.
