Local process crash via oversized image allocation

Buffer overflow in libde265 1.0.12 allows local users to crash the dec265 process by decoding a crafted H.265 file. The dec265 display path reaches convert_to_8bit, which passes a stream-derived size to operator new[] without rejecting the oversized allocation. A local user must make dec265 open the crafted stream; the resulting allocation aborts the process and can exhaust container or host storage.
