Application crash via sandbox target double-free

Use-after-free in Firefox before 118, Firefox ESR before 115.3, and Thunderbird before 115.3 allows remote attackers to crash the application. BrokerServicesBase::SpawnTarget leaves a sandbox target pointer in PolicyBase after SpawnCleanup deletes it, so policy destruction deletes the same target again. The flaw is limited to Windows in a non-standard no-job configuration, such as a runas launch; the documented consequence is an application crash.
