Staff data disclosure via missing capability checks

Missing authorization in Simple Staff List 2.2.4 and earlier allows remote authenticated users to export staff data and flush rewrite rules. The ajax_flush_rewrite_rules and staff_member_export functions omit capability checks before performing their administrative actions. Subscriber-level access is sufficient; the resulting exposure is limited to staff-list disclosure and rewrite-rule modification.
