Authenticated issue-comment modification via improperly scoped tokens

Incorrect authorization in GitHub Enterprise Server 3.7.0 through 3.11.0 allows remote authenticated users to update issue comments. The issue-comment update path accepts an improperly scoped token when it has contents.write and issues.read permissions. A valid token with both permissions is required, and the flaw changes comments without exposing repository content.
