Service interruption via unthrottled password-reset email flooding

Improper rate limiting in PHPJabbers Bus Reservation System 1.1 allows remote attackers to interrupt service through reset-email flooding. The Forgot Password handler accepts repeated unauthenticated requests for a legitimate user's address and generates an email for each request without throttling. No account is required; sustained requests can flood the recipient's mailbox and consume mail-delivery resources.
