Stored XSS in PublicCMS 4.0 allows remote authenticated users to execute scripts in another user's browser through uploaded PDF or HTML files. The Website File Management online-preview path renders attacker-uploaded active content without neutralizing its embedded scripts. Exploitation requires file-upload access and a victim to open the preview, exposing browser-session data and actions.
