Application crash via unordered polynomial exponents

Improper input validation in Crypto++ 8.9.0 and earlier allows attackers to crash applications by supplying a malformed DER public key. During EC2N::DecodePoint processing, gf2n.cpp accepts reduction-polynomial exponents that are not strictly descending and passes the malformed polynomial into GF2NT::Reduced, which triggers a segmentation fault for compressed point encoding. Reachability requires an application to parse attacker-controlled DER parameters for an F(2^m) curve, and the resulting crash interrupts that process.
