Anti-lockout password disclosure via reversible secret storage

Credential exposure in Jenkins OpenId Connect Authentication Plugin before 4.229.vf736b allows local users to recover an anti-lockout password. OicSecurityRealm stores escapeHatchSecret with reversible Jenkins Secret protection instead of a one-way password hash. Access to the Jenkins controller file system and its encryption material is required; the recovered credential authenticates as the configured administrative recovery account.
