Permanent Google Cloud access via dropped IAM conditions

Privilege assignment error in HashiCorp Vault and Vault Enterprise before 1.13.0 allows remote authenticated users to remove GCP IAM conditions. The ChangedBindings function in plugin/iamutil/iam_policy.go builds a replacement IAM policy binding without copying the original Condition field. A user authorized to create or update a Google Cloud roleset can convert conditional, including expired, grants into permanent access.
