Privilege escalation via exposed cluster otpCookie

Information disclosure in Couchbase Server 7.2.0 through 7.2.3 allows remote authenticated users to obtain the cluster otpCookie. The serverGroups response returns the cookie to Full Admin users, while engageCluster2 returns it to Cluster Admin and Full Admin users. Possession of this shared cluster secret permits privilege escalation within the cluster; access to one of those administrative roles is required.
