Authenticated service interruption via sparse form indexes

Denial of service in CKAN 2.0.0 through 2.9.9 and 2.10.0 through 2.10.2 allows remote authenticated users to exhaust server memory. The dataset form's tuplize_dict parser accepts attacker-chosen sparse numeric indexes and later expands them into a list, allocating memory up to the supplied index. Dataset creation or editing permission and a POST request to /dataset/new are required; successful exploitation can interrupt the hosting service.
