Unauthenticated command execution via unchecked report path

Arbitrary file write in UReport2 2.2.9 and earlier allows remote attackers to execute commands through a crafted POST request. The saveReportFile method double-decodes a request-controlled filename and passes it to FileReportProvider, which joins it to the storage directory and opens the resulting path without traversal validation. The designer servlet requires no privileges, and a chosen path can overwrite writable server files to obtain command execution.
