Billing manipulation via duplicate active charging transactions

Business-logic error in Dalmann OCPP.Core before 1.3.0 allows remote attackers to create concurrent charging transactions. The OCPP server accepts a second StartTransaction request for an active idTag instead of returning the required ConcurrentTx status. Unauthenticated network access to a configured OCPP endpoint is the gate; duplicate transactions undermine billing and transaction integrity, although the vendor disputes that parallel charging under one token should be rejected.
