Authenticated chart write access via owner propagation

Incorrect authorization in Apache Superset before 2.1.2 and 3.0.0 through 3.0.1 allows remote authenticated users to gain chart write access. DashboardDAO.update_charts_owners unions dashboard owners into every associated chart's owner set when a dashboard is created or updated. A Gamma user who can create a dashboard and add existing charts is consequently made an owner and can modify those charts.
