Authenticated server-side requests via unchecked connection test

Missing authorization in Jenkins NeuVector Vulnerability Scanner Plugin 1.22 and earlier allows remote authenticated users to initiate connections. The connection-test HTTP endpoint accepts an attacker-chosen hostname, port, username, and password without checking Overall/Administer permission. Overall/Read access is sufficient, and successful requests make the Jenkins controller contact the selected network service with the supplied credentials.
