Unauthorized controller-file parsing via unchecked endpoints

Missing authorization in Jenkins MATLAB Plugin 2.11.0 and earlier allows remote attackers to parse controller-local XML files via HTTP. Several form-validation endpoints accept a user-specified MATLAB directory and invoke the XML parser without checking Item/Configure permission. Access to an affected endpoint is sufficient; this CVE covers unauthorized parsing, while external-entity data access is tracked separately.
