Instance reconfiguration via cross-origin config requests

Cross-site request forgery in Red Hat Quay 3 allows remote attackers to reconfigure an instance through an administrator's browser. The config-editor processes an attacker-controlled cross-origin request with the victim's authenticated session and applies the requested configuration change. An authenticated config-editor user must be induced to visit attacker-controlled content; successful exploitation can add administrator accounts or interrupt the registry through reconfiguration.
