GUI manipulation and hang via predictable temporary file

Insecure temporary file handling in Budgie Extras before 1.7.1 allows local users to falsify WeatherShow data or hang the panel. WeatherShow.vala deletes and recreates /tmp/_weatherdata while ignoring errors, then reads attacker-controlled contents into the GUI. Another local account can pre-create the path with false data or a FIFO; the latter blocks the applet and can interrupt the same-thread Budgie panel.
