Panel crash via predictable world-writable temporary file

Insecure temporary-file handling in Ubuntu Budgie Budgie Extras 1.4.0 through 1.7.0 allows local users to crash the desktop panel. The Clockworks applet uses an easily guessed, world-writable host path for intercomponent data, so a local user can pre-create the file or substitute a FIFO. A second local account and activation of the applet are required; controlled contents falsify the displayed clock, while a FIFO can crash the applet and its shared panel thread.
