Service interruption via unbounded PATH_RESPONSE queue

Memory exhaustion in quic-go allows remote authenticated users to interrupt QUIC peers by sending crafted PATH_CHALLENGE frames. The framer's QueueControlFrame path appends a PATH_RESPONSE for every received challenge without bounding the queue while congestion-window and RTT manipulation prevents most responses from being sent. A peer able to maintain such a QUIC connection can exhaust process memory and interrupt service.
