Unauthenticated portal modification via unchecked upload handler

Missing authorization in Peplink Balance Two before 8.4.0 allows remote attackers to alter captive portal configurations without authentication. The /guest/portal_admin_upload.cgi handler accepts an unauthenticated multipart request and writes attacker-supplied data to the portal selected by portal_id. An administrator must approve the pending changes before injected script runs in portal users’ browsers, where it can steal credentials.
