VPN secrets disclosure via unchecked read-only API access

Missing authorization in Peplink Balance Two before 8.4.0 allows remote authenticated users to read PepVPN pre-shared keys. The MANGA data service accepts a read-only user's bauth cookie for the mvpn_link resource and returns every configured PepVPN pre-shared key in its XML response. A read-only administration account is sufficient, and the response exposes VPN credentials despite that account's inability to modify configuration.
