Secure-world crash via unchecked SDEI interrupt ID

Out-of-bounds read in Trusted Firmware-A 1.5 through 2.9 allows local users with root privileges to crash secure-world firmware. The sdei_interrupt_bind function passes an unchecked interrupt ID to plat_ic_get_interrupt_type, causing GICv2 to read an unimplemented register or random EL3 address and GICv3 to panic. Exploitation requires a compromised Normal World kernel, SDEI support, and arbitrary SMC-call control; the read value is not exposed, so the bounded consequence is a secure-world crash.
