Authenticated reaction-data disclosure via incorrect permission check

Improper access control in Discourse Reactions before commit 2c26939 allows remote authenticated users to read other users' reaction data. The reactions_given and reactions_received actions checked profile visibility rather than notification visibility before returning JSON records. A forum account is required; the flaw exposes reaction records for another account without granting data modification or service interruption.
