File read and command execution via enabled DTDs

XXE in Apache Drill's XML Format Plugin 1.19.0 through 1.21.1 allows remote authenticated users to read files or execute commands. XMLReader creates a StAX XMLInputFactory without disabling DTD support, so external entity declarations in queried XML are resolved. The XML plugin must parse an attacker-controlled file through a submitted query; resolution runs with the Drillbit's access to the backing file system.
