Server crash via unchecked FPC zero-byte counts

Integer underflow in ClickHouse 23.10.2.14 and earlier allows remote attackers to crash the server with malformed FPC data. CompressionCodecFPC::decodePair derives tail lengths by subtracting attacker-controlled zero-byte counts from the value size, then copies those lengths into stack values without first rejecting counts larger than the value size. The native interface accepts the trigger without authentication, and successful exploitation terminates the server process without reported data disclosure or modification.
