Device enumeration via missing graph authorization

Improper access control in LibreNMS before 23.11.0 allows remote authenticated users to enumerate monitored devices through graph.php. The graph endpoint accepts a device identifier or hostname without enforcing per-device authorization and returns distinguishable graph or error responses. A low-privilege account is sufficient to discover devices registered by administrators, with no documented ability to modify them or interrupt monitoring.
