Unauthenticated code execution via Jobs API submission

Missing authentication in the Jobs API in Anyscale Ray 2.6.3 and 2.8.0 allows remote attackers to execute arbitrary code. The Dashboard-hosted API accepts an unauthenticated entrypoint string and faithfully runs it as a job on the cluster's underlying compute resources. An untrusted party must reach the Dashboard or Jobs port outside Ray's intended controlled network boundary, after which the submitted command runs with the Ray process's privileges.
