Cross-account image disclosure via uncleared export cache

Information disclosure in Mahara before 22.10.4 and 23.x before 23.04.4 allows local users to view other users' images in HTML exports. The experimental HTML bulk-export path reuses an image cache across sequential account exports instead of clearing it after each account. Exposure requires an administrator or CLI operator to run bulk export and give each archive to its account holder; the leak is limited to cached images.
