Duplicate endorsements via nullable uniqueness key

Race condition in Decidim 0.10.0 through 0.26.8 and 0.27.0 through 0.27.4 allows remote authenticated users to create duplicate endorsements. The EndorseResource path stored a null group identifier for individual users, preventing the composite uniqueness constraint from rejecting concurrent duplicate inserts. A signed-in participant must send several endorsement requests in parallel; the bounded consequence is duplicate endorsement state for one resource.
