Improper access control in FortiOS and FortiProxy allows remote attackers to bypass firewall geolocation deny policies during GeoIP updates. The policy enforcement path permits traffic that should be denied when a request coincides with replacement of the GeoIP database. The target must use a geography-based deny policy, and Fortinet's assessment requires an update race and user interaction; the reported consequence is unauthorized traffic passage only.
