Code execution via unchecked EVC reference count

An out-of-bounds write in FFmpeg's EVC parser allows context-dependent attackers to execute code or crash applications through crafted media. The ref_pic_list_struct function accepts ref_pic_num from an EVC bitstream without checking it against sps_max_dec_pic_buffering_minus1, permitting writes beyond the reference-picture array. Processing a malicious EVC stream is required; memory corruption can terminate the process or run code in its security context.
