Deleted-space disclosure and deletion via unguarded Bin endpoint

Broken access control in Silverpeas Core before 6.3.2 allows remote authenticated users to view, restore, or permanently delete spaces. The administrative Bin endpoint at /silverpeas/RjobStartPagePeas/jsp/ViewBin renders for low-privileged accounts without enforcing its administrator-only restriction. Any authenticated low-privileged account can expose all deleted spaces and alter their lifecycle by restoring or permanently deleting them.
