Improper access control in IBM CICS Transaction Gateway Containers 9.3 allows local users to view or transfer files. The container relies on pod- or host-level ingress and egress policy; without it, the pod remains nonisolated and permits unrestricted network paths. Exploitation requires local access and a deployment lacking those policies, with file disclosure or transfer but no reported service interruption.
