Remote code execution via disguised PHP uploads

Unrestricted file upload in Statamic CMS before 3.4.13 and 4.0.0 through 4.32.x allows remote attackers to execute PHP via front-end forms. FormController's extraRules method applied only a generic file rule to asset uploads, so image polyglots with PHP-family extensions passed configured MIME validation. An unauthenticated submitter needs a published front-end Form with an asset field and a web-reachable asset container; the control panel is unaffected.
