Unauthenticated password reset via exposed setup wizard

Incorrect authorization in TOTOLINK A3300R 17.0.0cu.557_B20221024 allows remote attackers to reset router passwords without authentication. The /wizard.html and /phone/wizard.html flows submit setWizardCfg to /cgi-bin/cstecgi.cgi, which applies new Wi-Fi and administrator passwords without checking an authenticated session. Network access to the management interface is sufficient, and a successful request replaces wireless keys and the login password, locking legitimate administrators out.
