Staff account takeover via post-sanitization HTML rewrite

Stored XSS in Enhancesoft osTicket 1.18.0 allows remote attackers to take over staff accounts via a crafted support ticket. Format::sanitize passes ticket HTML through Format::safe_html, then Format::localizeInlineImages uses an overbroad regular expression that deletes structural characters and restores executable attributes. Ticket submission requires no account, but execution requires an authenticated staff member to view the stored ticket; the script can read other tickets or reset the staff account.
