Ciphertext decryption via attacker-chosen nonces

Cryptographic nonce reuse in HashiCorp Vault and Vault Enterprise allows remote authenticated users to decrypt arbitrary ciphertext. The transit encrypt endpoint accepts and honors a caller-supplied nonce for a non-convergent key, enabling known-plaintext encryption with nonce reuse. Exploitation requires a Vault token authorized to encrypt with the targeted transit key plus offline cryptanalysis; affected ranges are 1.6.0 through 1.12.10, 1.13.0 through 1.13.6, and 1.14.0 through 1.14.2.
