A framework permission-management flaw in Huawei HarmonyOS and EMUI allows remote attackers to start background apps without authorization. Huawei has not disclosed the affected function, the input that reaches it, or the erroneous permission operation within the framework module. Exploitation requires network access but no authentication or user interaction, and the documented consequence is unauthorized background-app startup.
