Stored XSS via unescaped project URL

Stored XSS in Jenkins GitHub Plugin 1.37.3 and earlier allows remote authenticated users to execute script via a project URL. GithubLinkAnnotator inserts the configured base URL into link href attributes on build Changes pages without HTML-attribute escaping or scheme validation. Exploitation requires Item/Configure permission and a user to view the affected changes; the script then runs in that user's browser session.
