Improper access control in InstantCMS 2 before 2.16.1-git allows remote authenticated administrators to change another administrator's password. The profile_edit_password action authorized edits to another administrator's profile without rejecting administrator targets. Administrator access and another administrator's profile are required, and exploitation enables account takeover and session termination.
