CLI crash via uninitialized allocator state

Denial of service in Artifex Software jbig2dec 0.20 allows context-dependent attackers to crash the CLI via a crafted JBIG2 file. The command-line tool leaves allocator_ uninitialized, so malformed input can produce a segmentation fault while jbig2_error reports an error. Processing a supplied image is required; only the invoked command-line process terminates, and Debian records no broader security impact.
