Interpreter crash via unchecked missing data section

Out-of-bounds read in WABT wasm-interp 1.0.33 allows local users to crash the interpreter by opening a malformed WebAssembly module. The binary reader accepts a nonzero DataCount section when the data section is absent, so DataSegment::IsValidRange reads a nonexistent segment during instantiation. Exploitation requires a user to pass the crafted module to wasm-interp; the demonstrated consequence is a segmentation fault that terminates that process.
