Project import disclosure via missing endpoint authorization

Missing authorization in GitLab 10.6 through 16.1.4, 16.2 through 16.2.4, and 16.3.0 allows remote authenticated users to read project-import data. The GET /api/v4/projects/:id/import endpoint accepts ordinary project read access and returns import errors, failed-relation exception messages, and import statistics instead of requiring import capability. A low-privileged account and access to a readable project are required; exposed errors can contain access tokens or source URLs, while no write or availability impact is reported.
