Cross-origin cookie disclosure via case-sensitive PSL check

Cookie-domain validation in curl 7.46.0 through 8.4.0 allows remote attackers to send cookies across unrelated domains. The PSL check compares a lowercased request hostname with an unnormalized cookie domain, so mixed-case public suffixes evade rejection. Cookie handling must be enabled; an attacker-controlled HTTP server can plant a broad cookie that curl later transmits to unrelated origins.
