Ledger state fork via ambiguous transaction boundaries

Improper block validation in Hyperledger Fabric 1.0.0 through 2.2.13 and 2.3.0 through 2.5.4 allows remote authenticated users to fork ledger state. BlockDataHash concatenates raw transaction byte arrays without preserving boundaries, so crafted protobuf trailing bytes retain the same hash while peers parse fewer transactions. A malicious peer supplying a replicated block can silently make receiving peers skip a transaction and diverge from the intended world state.
