Reply hiding via unbounded SVG height

Resource exhaustion in Discourse stable before 3.1.3 and beta before 3.2.0.beta3 allows remote authenticated users to hide replies. The svgbob and mermaid components accept attacker-controlled SVG height attributes while topic-post.scss imposes no maximum height on SVG or pre elements. A posting account and one of those nondefault components are required; an oversized rendered element makes subsequent topic replies unavailable.
