Authenticated reader-thread outage via high-count key requests

Denial of service in Couchbase Server 6.5.x through 7.2.3 allows remote authenticated users to interrupt Data Service reader threads. The Data Service lets a request for a high number of keys occupy a reader thread for a significant time without an effective resource bound. The Data Reader role is sufficient, and sending the command over multiple connections can lock all reader threads.
